- I can't create a Kul Tiran character

If you have a level 40 Alliance faction character, you can pick up the quest Made in Kul Tiras in the Stormwind Embassy. Completing the entire questline will award you Allied Races: Kul Tiran. Once you have this achievement, you can log back out to the Character Creation screen and will be able to create a Kul Tiran character.
Note: If you stop partway through the questline, the next quest will show up on the map in Kul Tiras. The questline travels from Stormwind through Boralas, Stormsong Valley, and Drustvar, so be sure to check the entire map for the questline.
