Portal from Undermine to Dornogal Doesn't Work Following Level 80 Boost

For most characters, this portal can be unlocked by completing the quest "Test Run".

For characters that had this quest completed by a character boost we have received several reports of the portal not working, and are investigating it. Customer Support does not have a workaround or resolution that can be provided.
