Each class has their own unique base in the Legion expansion with their own NPCs and quest chains.
To unlock the Order Hall, you must first complete the introduction to the Legion expansion and begin your Class Campaign, which may require getting your first artifact depending on the class.
After you have unlocked your Order Hall, you can go back there anytime in a unique way depending on your class.
Note: Evokers, which were not available during the Legion expansion, don't have a Class Order Hall or Campaign.
