Druid artifact skins for Cat and Bear forms are now included in the Barber Shop customizations, as of Patch 9.0.1, and are no longer locked to their respective specialization. Unlocked appearances can be accessed by visiting your local Barber Shop and selecting from the options; they are no longer transmogged through weapon appearances.
When you set a form's appearance at the Barber, it will be the active appearance for that form, no matter your current spec (for example, a Restoration Druid can have an artifact appearance active on their Cat and Bear forms).
Artifact appearances, including completed Mage Tower challenge appearances, are account-wide. An artifact appearance unlocked by a druid on the account can be used on an alternate druid.
If the form appearances you already unlocked are not available at the Barber Shop, please submit a Bug Report.
